DFO initiates public consultation on a section 35(2) Fisheries Act Authorization for BHP Billiton's proposed expansion of the Ekati Diamond Mine to include Sable, Pigeon, and Beartooth kimberlite pipes, with habitat compensation via substitution of Leslie Lake under the 1996 Fish Habitat Compensation Agreement.
