Independent Environmental Monitoring Agency Evaluation Report (Macleod Institute, March 2000)
The Macleod Institute conducted a performance evaluation of the Independent Environmental Monitoring Agency's effectiveness in meeting its mandate under the Environmental Agreement for the Ekati Diamond Mine, assessing the Agency's monitoring, public involvement, and management activities through interviews with 29 stakeholders and document review. The evaluation found the Agency's technical contributions well-received but identified significant gaps in community communications, liaison functions, and strategic planning.
