Independent Environmental Monitoring Agency (IEMA) Performance Evaluation Report (Macleod Institute, March 2000)
The Macleod Institute conducted a comprehensive performance evaluation of the Independent Environmental Monitoring Agency (IEMA), examining the Agency's effectiveness in meeting its responsibilities under the Environmental Agreement governing the Ekati Diamond Mine. The evaluation assessed stakeholder understanding of the Agency's mandate, satisfaction with outcomes, activity design quality, and external factors influencing Agency performance, ultimately concluding that while the Agency's technical contributions are strong, significant improvements are needed in communications, community engagement, strategic planning, and internal management.
