BHP Billiton Diamonds Inc. requests a Section 35(2) Fisheries Authorization from the Department of Fisheries and Oceans for the proposed expansion of the Ekati Mine to include development of the Sable, Pigeon, and Beartooth kimberlite pipes, exercising its substitution right under the 1996 Fish Habitat Compensation Agreement by removing Leslie Lake from the development plan and offsetting habitat impacts through the proposed developments.
