This document comprises two parts: the Bathurst Caribou Management Action Plan detailing comprehensive monitoring and management strategies for the Bathurst caribou herd across the NWT and Nunavut, and draft Mine Site Reclamation Guidelines for the Northwest Territories providing guidance on closure and reclamation planning for mining operations to minimize environmental impacts.
Independent Environmental Monitoring Agency (IEMA) Ekati Closure and Reclamation Workshop, IEMA Boardroom, February 14-16 2006 — workshop agenda, materials and Draft NWT Mine Site Reclamation Guidelines. Sessions cover Mine Component 1 and 2 objectives, options and criteria for further development of Agency advice to BHPB. Includes Mackenzie Valley Land and Water Board (MVLWB) standard licence template Surveillance Network Program text, closure-and-reclamation plan revision/approval timing (six months after Board notification), and reclamation guidance for Aboriginal/Federal/Territorial governments, land owners, communities, regulatory authorities and mining proponents.
Independent Environmental Monitoring Agency (IEMA) Ekati Closure and Reclamation Workshop, February 14-16 2006 — companion/second-set binder. Includes Draft Mine Site Reclamation Guidelines for the NWT (Preface — origins in NWT Water Board and DIAND practice from the early 1980s, complementing the 2002 Mine Site Reclamation Policy), reclamation objectives ensuring abandoned mine facilities are physically stable and require no long-term maintenance, and the Dispute Resolution Article XIV procedures (and Ministerial discretion exception).
This 2005 summary report documents the seventh year of the Panda Diversion Channel monitoring program, assessing the effectiveness of the channel as fish habitat compensation for mining activities at Ekati Diamond Mine. The report presents results on Arctic grayling migration patterns, spawning success, fry survival, habitat quality, and population dynamics, comparing the constructed channel against natural reference streams.
This is the 2005 Wildlife Effects Monitoring Program (WEMP) summary report for the Ekati Diamond Mine in the Northwest Territories, covering monitoring activities from October 2004 to October 2005. The report documents environmental impacts and wildlife interactions related to mine operations, including habitat loss, caribou movements and behaviour, grizzly bear incidents, and various mitigation efforts implemented by BHP Billiton.
Policy direction from the Mackenzie Valley Land and Water Board establishing procedures for processing transboundary applications for land use permits and water licenses that span multiple management areas or extend beyond management area boundaries.
This final risk assessment evaluates potential health risks to wildlife and humans from exposure to metals in processed kimberlite at the EKATI Diamond Mine's Long Lake Containment Facility, where vegetation cover is proposed as a reclamation option. The assessment identified ten metals of concern and predicted acceptable risks for most wildlife receptors and human consumers of caribou and goose, with the exception of potential unacceptable nickel risks for humans consuming caribou under elevated soil ingestion scenarios.
This combined Environmental Agreement Annual Report 2005 and Environmental Impact Report 2006 from BHP Billiton summarizes environmental monitoring and management at the Ekati Diamond Mine in the Northwest Territories, evaluating compliance with water licences and environmental agreements across air, land, water, and wildlife parameters. The report indicates that while Ekati operated within licence terms in 2005, monitoring has detected various environmental effects ranging from negligible to minor, including dust and metal deposition, changes in aquatic habitats, caribou avoidance of the mine site, and shifts in bird populations, with adaptive management strategies in place to address these issues.
BHP Billiton's 2005 annual report on northern and Aboriginal employment and spending for Ekati Diamond Mine operations, documenting 1,337 person-years of direct employment (61% northern, 32% Aboriginal) and $374 million in northern business spending (79% of total), exceeding Socio-Economic Agreement targets.
This document is a comprehensive presentation from a workshop on Mine Waste Management in the North held in Yellowknife, NWT on November 18, 2005, featuring multiple expert presentations covering acidic drainage prediction and prevention, tailings and waste rock management strategies, water treatment options, biological approaches, and mine reclamation principles with emphasis on northern and permafrost-specific conditions.
The Environmental Monitoring Advisory Board (EMAB) urges the Minister of Indian and Northern Affairs to provide participant funding for Aboriginal communities to participate in the Diavik Diamond Mines water licence renewal hearings scheduled for March 2006 under the Mackenzie Valley Resource Management Act. EMAB emphasizes that without adequate intervener funding, Aboriginal parties will be unable to effectively participate in the regulatory review process.
The Mackenzie Valley Environmental Impact Review Board's guidelines establish procedures for incorporating traditional knowledge held by aboriginal peoples into the environmental impact assessment process for development projects in the region. The guidelines outline how traditional knowledge should be collected, presented, evaluated, and considered at all stages of EIA proceedings, including preliminary screening, environmental assessment, and environmental impact review.
This Master's thesis evaluates the application of Multiple Accounts Analysis (MAA), a decision analysis-based Structured Decision Process, as a tool for stakeholder consultation regarding tailings management optimization at the Ekati Diamond Mine in the Northwest Territories. The study, based on questionnaires and interviews with process participants, assesses the effectiveness of this innovative approach to multi-stakeholder consultation in the Canadian mining industry and provides recommendations for future application.
BHP Billiton Diamonds Inc. notifies Indian and Northern Affairs Canada of construction of a new incinerator facility at Ekati Diamond Mine to replace three existing incinerators operating above capacity, with detailed inspection reports documenting facility operations, environmental compliance, spill incidents, and Canada-wide standards for dioxins, furans, and mercury emissions.
DIAND responds to a March 31, 2005 letter from the Environmental Monitoring Advisory Board and IEMA regarding a proposed workshop on regional cumulative effects on wildlife in the SGP, offering to assist but suggesting that GNWT and GN environment departments would be better leads given their wildlife management mandates.
This 2002-2004 annual report documents a pilot project integrating traditional knowledge from Aboriginal elders (Lutsel K'e and Kugluktuk communities) with scientific wildlife monitoring of caribou interactions with roads and infrastructure at the Ekati Diamond Mine in the NWT. The report presents field observations from late summer 2002-2004, documents 12 injured or lame caribou encountered (3.9% of observations), and recommends multi-pronged management approaches including traditional inokhok stone piles, road gates, and improved caribou crossing infrastructure.
Presentation by Geoff Clark of the Kitikmeot Inuit Association describing KIA's security model for incorporating Inuit values and objectives into reclamation planning and cost estimation for mining projects in Nunavut. The model provides a flexible tool for determining reclamation security amounts across mine components with guiding principles of environmental protection, safety, restoration, and no perpetual care.
A comparative legal study examining financial security requirements for hardrock mining in the NWT relative to ten Canadian and U.S. jurisdictions, identifying gaps in the NWT's regime and proposing an ideal security framework with recommendations for legal reform.
A workshop report documenting the Mine Reclamation and Closure Workshop held February 1–3, 2005 in Yellowknife, which brought together government, industry, Aboriginal representatives, and regulators to discuss mine closure and reclamation objectives, terminology, best practices, and the integration of Traditional Knowledge in mine site remediation planning for northern Canada.
DIAND provides an update to the Environmental Monitoring Advisory Board on the status of the Coppermine River Cumulative Effects Monitoring Program, detailing its history since 1999, funding interruptions in 2003, and current operations including water quality monitoring and hydrometric stations across six sites in the Coppermine River basin.
