This is a comprehensive index document listing correspondence, reports, and meeting materials from the IEMA archive organized by regulatory agency and topic, covering the period 1995-2002 and relating to diamond mine monitoring, caribou management, environmental assessment, and water licensing in the Northwest Territories.
This 2000 peer-reviewed study documents 34 alien vascular plant taxa and 13 invasive native taxa found along the Norman Wells to Zama pipeline (751 km in NWT), including 15 species new to the Continental Northwest Territories, despite mitigation efforts using certified native seed mixes during construction and revegetation (1983–1995).
Court decision and regulatory correspondence documenting BHP Diamonds' trial on Fisheries Act charges (s.35 and s.36) related to fish habitat disruption during mine construction (1994-1997), including a warning letter issued by DFO for unauthorized dewatering of Bearclaw Lake in August 2004. The Supreme Court of the Northwest Territories acquitted BHP of four charges, finding that s.35(2) Authorization authorized the harm and that the company exercised due diligence.
This is the second year (1999) monitoring report for the Panda Diversion Channel at Ekati Diamond Mine, assessing the performance of constructed fish habitat enhancements and channel stability following a major freshet event. The report documents hydrology, spring fish migration, larval emergence, habitat assessments, channel stability, benthic invertebrates, and periphyton communities, comparing 1999 results with 1998 baseline data and concluding that Arctic grayling and other fish species are utilizing the channel and enhancements successfully despite some areas of channel degradation from exaggerated peak flows.
Panda Diversion Channel (PDC) Monitoring Program 1999 Technical Report (Final, January 2000, BHP Diamonds Inc., File 4.3.8.1, Project 99-6331). Includes the 1999 Aquatic Effects Monitoring Program transmittal to Gordon Wray (NWT Water Board, File N7L2-1616), Phase I and II PDC habitat-enhancement completion (BHP 1998) status, Bear Tooth Lake / Camp / Sediment Berms / Sediment Curtains / Kodiak Lake / Koala Lake Dam site plan, Panda Pit and Panda Lake configuration drawings, and PDC Revegetation report (Table 3 mean sediment properties for willow / Salix sp. cuttings and Arctic Pendant Grass / Arctophila fulva sprigs).
The Mackenzie Valley Environmental Impact Review Board distributes an update on its environmental assessment activities, reporting approval of Terms of Reference for BHP's Ekati Diamond Mines expansion and completion of the environmental assessment for the Ranger/Chevron/Canadian Forest natural gas pipeline near Fort Liard.
This document is the Environmental Assessment Terms of Reference issued by the Mackenzie Valley Environmental Impact Review Board on December 13, 1999, for BHP Diamonds Inc.'s proposed extension of the Ekati Diamond Mine through the development of Beartooth, Pigeon, and Sable kimberlite pits. The Terms of Reference specify the scope, methodology, and requirements for the Environmental Assessment Report, including assessments of physical, biological, and social-economic-cultural impacts, cumulative effects, public consultation, traditional knowledge integration, and closure and reclamation planning.
This workshop report documents a three-day Cumulative Effects Assessment and Management (CEAM) workshop held in Yellowknife in December 1999, where stakeholders including Aboriginal governments, federal and territorial agencies, industry, and NGOs developed a coordinated framework for assessing and managing cumulative environmental effects in the Northwest Territories. The workshop produced a conceptual CEAM framework with components including vision/objectives, baseline studies, monitoring, project assessments, and environmental management strategies, along with proposed terms of reference for a Working Group to further develop and implement the framework.
The 1999 Aquatic Effects Monitoring Program (AEMP) technical report appendices present comprehensive environmental sampling data and analysis for lakes and streams at the Ekati Diamond Mine, including water quality, physical limnology, climatic parameters, stream flow measurements, and sediment chemistry collected throughout 1999.
The 1999 Aquatic Effects Monitoring Program (AEMP) Technical Report Appendices Volume I presents environmental monitoring data collected at the Ekati Diamond Mine, including sampling locations for AEMP lakes, climatic data from monitoring stations, stream flow measurements, and water quality parameters across multiple lakes and streams in the region.
Cumulative Effects Assessment and Management (CEAM) Workshop "Developing a Blueprint for a Coordinated Approach in the NWT" — Participant's Resource Binder, Yellowknife December 7-9 1999, prepared by the Department of Indian Affairs and Northern Development (DIAND). Includes Annual Ranges and Calving Grounds of Barren-Ground Caribou in North America (Bathurst, Beverly, Bluenose herds), Distribution of Bathurst Caribou Herd map (Coronation Gulf, Queen Maud Gulf, Cambridge Bay, Kugluktuk, Umingmaktok, Great Slave Lake — Arctic Circle / Tree Line context), and selected web-site reading (Ecological Management Decision Support System, Netweaver, Ecological Monitoring and Assessment Network).
This is Volume II of the 1999 Aquatic Effects Monitoring Program (AEMP) Technical Report for the Ekati Diamond Mine, containing detailed appendices with phytoplankton, zooplankton, benthos, and fish community data, along with statistical analyses and taxonomic results from AEMP lakes and streams collected from July through September 1999.

This 1999 Aquatic Effects Monitoring Program (AEMP) technical report presents results from baseline and post-baseline monitoring of lakes and streams within the BHP Ekati Diamond Mine claimblock in the Northwest Territories. The report documents water quality, sediment quality, physical limnology, and biological parameters (phytoplankton, zooplankton, benthos, and fish communities) and concludes that the primary detected project effect in 1999 was elevated nitrate concentrations in Moose Lake and downstream waterbodies due to discharge from the Processed Kimberlite Containment Area.
